What Is a Landlord Electrical Certificate?

A landlord’s electrical certificate is the document issued following an Electrical Installation Condition Report — more commonly known as an EICR. The two terms refer to the same thing: a formal inspection of a rental property’s fixed electrical installation, carried out by a qualified engineer, resulting in a written report and certificate that confirms whether the installation is safe and legally compliant.

Since July 2020, all private landlords in England have been legally required to hold a valid EICR for every tenanted property. The certificate must be renewed at least every five years, or sooner if the inspection report recommends it or if there is a change of tenancy.

 

What Does the Inspection Cover?

During the inspection, a qualified NICEIC-accredited engineer assesses the condition of the property’s fixed electrical installation. This includes the wiring throughout the property, the consumer unit (fuse board), all sockets and switches, earthing and bonding arrangements, and any previous electrical work or alterations.

The engineer records any observations using a standardised coding system:

C1 — Danger present. An immediate risk exists. The installation must not be used until remedial work is carried out.
C2 — Potentially dangerous. A significant risk is present. Remedial work is required as a priority.
C3 — Improvement recommended. Not immediately dangerous, but improvement is advised.

The overall outcome is either Satisfactory — meaning no C1 or C2 observations — or Unsatisfactory. If the outcome is Unsatisfactory, remedial work must be completed and evidence provided within 28 days, or sooner if the report specifies.

  • A copy of the report must be given to existing tenants within 28 days of the inspection
  • New tenants must receive a copy before or at the start of their tenancy
  • If a local authority requests a copy, it must be supplied within seven days
  • Remedial work identified in the report must be completed within 28 days, and evidence must be provided to the tenant
